The Federal Government has officially launched Nigeria’s long-awaited Digital Switchover (DSO) platform, a project aimed at transitioning television broadcasting from analogue to digital technology. While officials say the initiative will provide access to more than 100 free TV channels and modernise the broadcasting sector, industry stakeholders have raised concerns over its implementation.

What Is Digital Switchover?
Digital Switchover (DSO) refers to the migration from analogue television broadcasting to digital broadcasting.
For decades, television stations transmitted content using analogue signals, where a single frequency could only carry one channel. Digital broadcasting, however, converts audio and video into digital data, allowing multiple channels to be transmitted through the same frequency.
This means viewers can enjoy clearer picture quality, improved sound, and access to more channels. Older television sets require a set-top box (decoder) to receive and decode these digital signals.
Why Is the Transition Important?
The move to digital television offers benefits beyond better viewing quality.
One of the most significant advantages is the release of valuable radio spectrum currently occupied by analogue television signals. Once analogue broadcasting is phased out, the freed-up frequency bands can be allocated to telecommunications companies to improve mobile broadband services such as 4G and 5G networks.
This process, known as the “digital dividend,” has the potential to generate substantial revenue for the government through spectrum auctions while improving internet connectivity nationwide.
The transition is also expected to stimulate growth in the broadcasting and creative industries. Under the DSO framework, television stations can focus on content creation while licensed signal distributors handle transmission, reducing operational costs and encouraging the emergence of more specialised channels.
Additionally, digital broadcasting systems can provide audience measurement tools that help advertisers better understand viewing habits, potentially increasing advertising investment in the media sector.
Nigeria’s Long Road to Digital Migration
Nigeria’s digital migration journey began in 2006 when the country signed the International Telecommunication Union’s GE06 Agreement, committing to switch from analogue to digital broadcasting by June 17, 2015.
To facilitate the transition, the Federal Executive Council approved the 2012 DSO White Paper, which outlined a framework involving independent signal distributors, local set-top box manufacturers, and regulatory oversight by the National Broadcasting Commission (NBC).
However, funding challenges and infrastructure gaps caused Nigeria to miss the 2015 deadline.
In 2017, the NBC launched a pilot project in Jos under the “FreeTV” brand. Despite years of investment, progress remained slow. According to NBC Director-General Charles Ebuebu, approximately N80 billion had been spent over 17 years, yet digital terrestrial television coverage had reached only eight states.
To accelerate nationwide coverage, the government adopted a satellite-based approach, leading to the June 17 nationwide launch.
Why Is the New Rollout Controversial?
The main controversy centres on whether the newly launched platform qualifies as a true digital switchover under existing laws and international guidelines.
The Broadcasting Organisations of Nigeria (BON) argues that the original DSO framework was designed around Digital Terrestrial Television (DTT), where broadcasting is delivered through ground-based transmission infrastructure.
The new platform, however, relies heavily on Direct-to-Home (DTH) satellite technology through the National Broadcasting Commission and the Nigerian Communications Satellite (NIGCOMSAT).
Critics argue that because the service uses satellite delivery rather than terrestrial broadcasting, the analogue frequencies remain occupied, preventing the country from fully realising the digital dividend and freeing spectrum for telecommunications use.
BON and other stakeholders have also questioned whether the NBC’s role in packaging and distributing channels through the FreeTV platform creates a conflict of interest, given that the commission’s statutory responsibility is regulation rather than content aggregation.
Cost Concerns for Consumers
Although the government says access to the channels will be free, industry groups point out that viewers may still face additional setup costs.
Traditional digital terrestrial television typically requires only a set-top box and a standard indoor antenna. The satellite-based model, however, may require consumers to purchase a satellite dish, specialised decoder, and installation services from trained technicians.
Critics argue that these additional requirements could increase the financial burden on households seeking to access the new service.
